week.com/ BANCROFT, ON - Since November 2011, the Organized Crime Enforcement Bureau (OCEB), with the assistance of the Ontario Provincial Police (OPP) Anti-Rackets Branch, Health Fraud Investigation Unit and the Royal Canadian Mounted Police (RCMP) have been conducting an extensive investigation called "Project Thorne" that focused on fraud and forged medical forms in relation to Health Canada Medicinal Marihuana (MMAR) documents.
On
Aug. 15 investigators executed a second Criminal Code search warrant at
the Coe Hill office of Dr. Robert Kamermans for further information in
relation to the investigation. Office staff were questioned in the
clinic.
Coe
Hill residents report eight officers on site for the operation.
As
a result of the investigation, Doctor Robert Kamermans, and his wife,
Mary Kamermans, both of Coe Hill have been charged in relation to
fraudulent endorsements of MMAR in Ontario, Nova Scotia, New Brunswick,
Quebec and British Columbia between January 2011 and April 2012.
Robert
Kamermans was arrested today in Sturgeon Falls, ON. He has been
charged
with:
* Fraud (3 counts)
* Utter Forged
Document (5 counts)
* Possession of
Property Obtained by Crime
* Laundering Proceeds
of Crime
An
arrest warrant is outstanding for Mary Kamermans for charges of:
* Fraud
* Utter Forged
Document (4 counts)
* Possession of
Property Obtained by Crime
* Laundering Proceeds
of Crime
Dr.
Kamermans has been returned to Bancroft and is being held for a bail
hearing in the Ontario Court of Justice, Belleville on Aug 16.
In
a parallel investigation by the RCMP in Halifax, Nova Scotia, Dr.
Robert Kamermans has been charged with two counts of attempt
trafficking contrary to the Controlled Drug and Substances Act. He is
scheduled to appear on these charges in Halifax Provincial Court on
September 4, 2012.
